22.0-validation-InDetPhysValMonitoring

This is a fix for python2 -> python 3 configuration errors in the IDPVM standalone job options, but remains a partial fix for the overall functionality. Along the way, I introduced additional error messages for the failures I saw when running, to aid debugging.
