Use PileUpMergeSvcCfg in digitization configuration

Update to ComponentAccumulator configuration for PileUpMergeSvc in various digitization modules.

Improve PileUpMergeSvcCfg with a named keyword argument for Intervals.

Split BCM DigitizationTool configuration for overlay and non-overlay to keep this service out of overlay. This matches the style of other modules.

Minor other tidyup: whitespace in MCTruthSimAlgsConfigNew.py, remove unused imports in PixelDigitizationConfigNew_test.py.
