TrkVertexFitter Thread safety issue : Remove const_cast

Christos Anastopoulos requested to merge ATLAS-EGamma/athena:TrkVertexFitter_MT_FIXES into master
  • Remove a couple of const_cast
  • Add ATLAS_CHECK_THREAD_SAFETY at the interfaces , since as far as I can see all implementation packages are also marked as safe
