AthenaMonitoring: Fix regression introduced with IOptionSvc migration

Fix change in behavior introduced with the IOptionSvc migration (!36281 (merged)). The previous code was not emitting an ERROR messages if properties could not be read/set during initialize.

Fixes ATR-22095.
