ROOT Dependency Fix, 21.6 branch (2020.09.28.)

Adding the xz (lzma...) package explicitly to the runtime environment of AthGeneration. This became necessary after the switch to LCG_88b in !36451 (merged) to make ROOT behave correctly in the AthGeneration release.
