WIP: Read TGCRPhiCoincidenceLUTs from SQL

I have implemented the readout function that read 15threshold LUT, for L1Endcap Muon, from calibration area. To keep the Run 2 configuration, algorithms can be switch between the Run2 configuration and the Run3 configuration (The default setting is the Run2 configuration.).The compilation is fine, with no errors or warnings. I also have tested with 10 single muon events locally and I could find the threshold number I expected.
