Master sync l1 menu part2

This is the second part of the menu migration from xml to json

  • synchronizes L1Topo xml from Run 3 (xml) to Run 3 (json)
  • adds comparison script that creates/downloads all relevant menus and calls a detailed check about the completeness of the migration

This completes ATR-21863
