remove xe0noL1_l2fsperf_trkmht_LRT from the ps_rerun_list and add it to a new ps_unconvtrk_list
This fixes a problem created by !36806 (merged) where the xe0noL1_l2fsperf_trkmht_LRT chain was wrongly added to the rerun prescale set and so was run in the nightly tests. This MR removes this chain from that pre-scale set so that it is no longer run in any nightly tests. But can be run in a dedicated test using menu="MC_pp_v8_no_prescale" I have tested that it passes the RunTier0Tests.py
