add latest Run3 AGDD xml description files

Hi,

this MR updates adds the latest versions of the NSW and muon passive materials AGDD description xml files that were used to create the latest muon layouts MuonSpectrometer-R.09.02.Asym and MuonSpectrometer-R.09.02. In particular the description of the LS and SS frames was added and the description of the JD was moved from the NSW files to the passive materials AGDD xml description.
