Fix SplitClusterProbMap name detection

Detect whether a cluster split prob map might be available by scanning all properties, rather than only searching for certain public tools.

Also, synchronize the logic in combinedClusterSplitProbName with InDetRec_jobOptions. the former is used to determine the name of the ClusterSplitProbName of used for combined InDet tracks.

This addresses ATLASSIM-4898.
