performance tuning for egamma ATLASRECTS-4989

Daniela Kuchler requested to merge dboerner/athena:performance_freeze_tuning_cluster_energy into master

As discussed in ATLASRECTS-4989, we checked different energy threshold cuts for the topo clusters used for egamma reconstruction. 700 looks to be the best option to not change the hard object, but reducing pileup.
