Inclusion of online monitoring for the TopoEgammaBuilder algorithm

This MR includes a monitoring algorithm in the TrigEgammaMonitoring package. This algorithm is used to perform the online monitoring of the TopoEgammaBuilder algorithm in the HLT precision reconstruction step. This implementation is being discussed in the JIRA Ticket ATR-20304.
