Reordeing tau sequences

Edson Carquin Lopez requested to merge carquin/athena:master-reorg-tau-trigger-seqs into master

Until now we were running too many instances of fast track finder and precision tracking mainly due to design issues, now only three instances of FTF, namely Tau, TauCore and TauIso (run after TauCore) are included, and only two flavours of Precision Tracking are used, running after FTF Tau or FTF Iso.

This redesign implies that a new dummy hypo run after the precision tracking step and that some empty steps are added in order to have all steps and all chains well aligned.

This MR also adds a new instance of the EFTauMVHypo after preselection for track and tracktwo chains that was missing before.
