Move required configuration for SCT to appropriate places

• GeoModelCfg is necessary for SCT_ID used in SCT_DCSConditionsTool
• SCT_GeometryCfg is necessary for SCT_DetectorElementCollection used in SCTSiLorentzAngleCondAlg
