Several updates for data overlay to use RegSelTools:

SiRegSelCondAlg should only initialise what is needed
add new-style configuration
update legacy configuration to avoid scheduling issue
ART: temporarily run pixel with TRT due to temporary dependencies

Fixes ATLASSIM-4909, ATLASSIM-4912 and ATLASSIM-4913.
