Removal of LAr HGTD methods from AtlasDetectorID

David Richard Shope requested to merge atlas-hgtd/athena:remove-LAr-HGTD-from-AtlasDetectorID into 21.9

This is a follow-up from !35563 (merged) - since the LAr version of HGTD_ID was removed there, it should also be safe to remove the remaining references to the old LAr HGTD implementation in AtlasDetectorID.
