Adding monitoring to particle creator in IDTrig precision tracking

This MR contains following:

1] Revival of TrackMonitoring tool in the offline version of particle cnv alg 2] Configuration of this alg for IDTrig (in builder form) 3] Calling this configuration in the IDTrig Precision tracking configuration 4] Some minor fixes in the plots and monitored variables

Outlook: In the next MR this will also be added to the TrigFastTrackFinder alg such that comparison can be made between fast and precision stage. However, atm there are few signatures relying on the current particle creator alg in the FTF. Therefore, this will be addressed in additional MR.
