L1CaloFEX[ToolInterfaces]: cmake and package cleanups

L1CaloFEX:

• remove atlas_depends_on_subdirs
• enable flake8 and fix code
• fixes to component declaration

L1CaloFEXToolInterfaces:

• cmake fix for interface library
