Allow clients to explicitly set the sequnece for LumiBlockMuWriter algorithm

Added sequence argument to the LumiBlockMuWriterDefault() function. If the argument is set, then this sequence is used for LumiBlockMuWriter. Otherwise the appropriate sequence is chosen by the LumiBlockMuWriterDefault() function itself.

In TriggerJobOpts: Moved the xAODEventInfoCnvAlg and LumiBlockMuWriter algs from AthCondSeq to HLTBeginSeq and moved the corresponding configuration to a place just after HLTBeginSeq is created.
