WIP: ISF packages - TrackingGeometrySvc to CondAlg migration

Following the TrackingGeometrySvc migration in ATLASRECTS-5600 for the simulation packages ATLASSIM-4918.

Adding @jchapman, @mduehrss, @golling, @vpascuzz.

Note: The two files ISF_FatrasServicesSimConfigNew.py and ISF_FatrasConfig.py (new configurations) will be migrated after CondAlgConf is available.
