WIP: IDTrig adapting offline pattern recognition tracking

This MR is focused on (EFID-like) tracking, heavily piggy-backed on offline version: https://gitlab.cern.ch/atlas/athena/-/blob/master/InnerDetector/InDetExample/InDetRecExample/share/ConfiguredNewTrackingSiPattern.py

and to be used for MinBias, Cosmic, HI signatures

The changes contains:

  • Converting Tracking code to be more compact and use builders (free functions to fetch configured alg/tools)
  • Implementing the tracking in question to muon setups (to be tested on Cosmics)
