InDetDetDescr+InDetConditions: cmake cleanup
cmake cleanup of InnerDetector/InDetDetDescr and InnerDetector/InDetConditions packages:
- remove
atlas_depends_on_subdirs - update external and link dependencies
- do not install component headers
- enable flake8 where applicable
