Protect LArRawDataReadingAlg

Pavol Strizenec requested to merge pavol/athena:protect_larbytestream into master

This should add similar protection to LArRawDataReadingAlg as done for converter in MR !36964 (merged) Protect LAr byte stream decoding in case a LAr Phase-1 data are in the event.
