Introduce HGTD_IdDictSvc for writing HGTD portion of identifier dictionary

This MR adds a simple service which will on-the-fly construct the HGTD portion of the InnerDetector identifier dictionary. A more proper solution for maintaining the InnerDetector identifier dictionary is envisioned for master.
