Add chains to MC_pp_v8 for L1Calo validation

Will Kalderon requested to merge ckaldero/athena:21.3-tm-l1calo-validation into 21.3

Adding various jet, EM, and tau chains to aid L1Calo validation, as described in ATR-22241. Several of the requested chains are not functional, but want to leave them in as reminders.
