CondAlg and DetElement validation updates for ITkStrip

  • Add some additional properties for some CondAlgs to allow them to be used both for SCT and ITkStrip
  • Add ITkStrip configurations for these to the DetectorTool config
  • Updates to Print/ReadSiDetectorElements to allow use for ITk, plus general readability improvements
