AnalysisTop bugfix for extraSmearing option for muons

This MR fixes a bug in AnalysisTop for the MuonDoExtraSmearingHighPt option, which is supposed to be used on non-HighPt muons, and not on the HighPt WP as currently done

@anburger can you test if this MR fixes your problem before I unwip?
