Cherry-picking R21 precision JetTruthLabeling definitions into master

This cherry-picks the changes merged in !35343 (merged) to 21.2 into master and makes the necessary changes to avoid conflicts. The changes add the first step towards R21 precision large-R jet truth label definitions.
