ATR-22280: add LS2_emu_v1 unit test to TMMT

Heather Russell requested to merge hrussell/athena:TMMT_newTMMTUnitTest into master

  • install the script that DecisionHandling uses to run the unit test

  • add the unit test to TMMT

  • patch to the test is included in this MR, pending in !37645 (closed), otherwise this would just give two failures. I think this is ok and won't cause a conflict, because the commit hashes are the same?

I guess if we decide that !37645 (closed) isn't urgent we can close that and just use this MR.

WIP for now in case @rbielski / someone wants to comment.
