TGCTriggerCondSvc: removed readout part ( ATR-22282 )

I removed the readout part in TGCTriggerCondSvc since the package use too much memory. It will be optimized but I have removed it as a temporary measure. The compilation is fine, with no errors or warnings. I also have tested with the command mentioned in ATR-22282. It was finished with a successful run.
