Fix run1 config

Pavol Strizenec requested to merge pavol/athena:fix_HVRun1 into master

This should fix a configuration of new HV folder, which doesn't exist for Run1. Also the proper unit conversion is added. Fixes https://its.cern.ch/jira/browse/ATR-22281
