Include online monitoring in the TrigSuperCluster algorithms

This MR includes a monitoring algorithm in the TrigEgammaMonitoring package. This algorithm is used to perform the online monitoring of the TrigSuperClusterBuilder algorithms, in the HLT precision electron and photon reconstruction step. This implementation is being discussed in the JIRA Ticket ATR-20304.
