22.0-bug_fix-InDetPhysValMonitoring

This is a simple bugfix of IDPVM to prevent segfault due to dereferencing a nullptr in the case where an XML histogram definition is missing a y-axis definition. Further and more complete handling of this kind of error (i.e. XML parsing) will be followed up in a JIRA ticket, ATLIDTRKCP-299.
