TileMonitoring: Migrate Tile TMDB monitoring for Run 3

New TileTMDBMonitorAlgorithm has been added to monitor Tile TMDB for run 3. Functionality has been copied from TileTMDBMonTool.

Helper function for 1D TMDB monitoring histograms have been modified to add possibility to book histograms per TMDB.

Configuration of Tile TMDB monitoring algorithm has been added for run 3.

Test of Tile TMDB monitoring has been added. Test of Tile TMDB digits monitoring has been added.

Names of monitoring histograms have been unified for Run 3
