Bug fix to treatment toggle of muons in eflowRec

There was a bug whereby one could only enable/disable the usage of electrons via a python flag. The same should have been true for muons and with this MR it is. The default behaviour of reco is unchanged. I also updated the doxygen comments for the electron toggle, to match the one I added for the new muon toggle.
