InDetRecTools: cmake cleanup

cmake cleanup of InnerDetector/InDetRecTools packages:

• remove `atlas_depends_on_subdirs
• update external and library dependencies
• do not install component headers
• enable flake8 where relevant

added full-build label

build area is cleaned as MR is labeled as full-build
