Add DecorHandles to steer DQ algs & other RAWtoALL fixes

Irreproducibilities in DQ plots in RAWtoALL have been traced to algorithms executing before certain aux data are available. This MR fixes these dependencies and also fixes a few differences seen between RAWtoALL DQ and two-step.
