Migrate To AthReentrantAlgorithm

Migration to AthReentrantAlgorithm for MuonCombinedInDetCandidateAlg.

It has only one potential problem, it is the attribute m_muonCombinedInDetExtensionTools. It contains only "MuonCaloTagAlg.MuonCaloTagTool".
