Changing configs so HLT new JO test works with isOnline setting

Collection of changes to respect isOnline flags in new JO. Makes sure that runHLT_standalone_newJO works. There is a change in count for mu10 chain. On the other hand there is no change for mu8 so I guess there is no systemic issue. Tagging @sshaw

Anyways, experts, @goetz @emoyse cold you please have a look at the plumbing I had to do in ID and Muon configurations?
