tauRecTools: drop unused pileup vertex scheme

Hello,

This MR is just dropping an alternative way of counting pileup vertices, which is no longer used since R21. It was kept for backward compatibility purpose, but is no longer needed. That way, we avoid possible inconsistencies with pileup counting in other tools: https://gitlab.cern.ch/atlas/athena/-/blob/master/Reconstruction/tauRecTools/Root/MvaTESVariableDecorator.cxx#L58

This MR does not change the reconstruction output.
