CaloTriggerTool+LArRawUtils+LarRawUtils: Enable thread-safety checking.

Enable thread-safety checking. Fix resulting warnings.

Remove (unused) methods of CaoTriggerTowerService depending on the old LAr cabling tool.

In LArRawUtils, CaloTriggerTowerTool no longer uses callbacks, so don't piggyback on them. (None of the objects it reads anyway has more than one IOV.)

Update reference file in LArCellRec.
