Don't setup JetUncertaintiesTool for UFO jets

This MR follows up on MR 37849 and ANALYSISTO-1033 that introduced config files for the MC-based calibration of UFO jets. The uncertainties for this jet collection do not exist yet and therefore the tool is being prevented now from being setup.
