Partial Event Building: use previous RoI instead of initial

  1. Use the "roi" link instead of "initialRoi" in PEBInfoWriterAlg.
  2. Use ViewCreatorPreviousROITool for InputMaker in PEB sequence except for streamer chains, where there is no previous RoI. Keep ViewCreatorInitialROITool for streamers.
