Remove deprecated TauTagTools package

Hello,

This MR is dropping a deprecated TauTagTools package that is no longer maintained, and no longer used as far as I can tell (e.g. not python3 compatible). Removing it is the safest way to make sure this outdated tool is not used for physics :-)
