New TFCSEnergyInterpolationPiecewiseLinear class for piecewise linear interpolation

This MR adds a new interpolation class TFCSEnergyInterpolationPiecewiseLinear for FastCaloSimV2, which allows a piecewise linear interpolation between the energy points.
