TrigT2Calo: Migration to RegSelCondAlg

Largely based on the work of @sutt we should now check whether this passes all the tests. A lot of configuration and code update. Tile, for the moment, will depend on Lar cabling (better than depend on Pixel cabling, not so nice if we want to run without the ID). This is an important step in the MT migration of HLTCalo, but not the last one (lost of legacy tools to be moved still). tagging also @wiedenma and @smh ... Best, Denis
