Refactored new JO HLT ID config to follow standard approach

In this MR JO configuring FTF in new JO are refactored to be more modular. Thanks to that top-level fragment (created by ftfCfg function) are simpler to understand. The same is the case for other fragments configuring ingredients like data prep or SP making. Tagging @sutt @nagano @mvozak
