cmake cleanup of several physics validation packages

cmake cleanup of:

  • PhysValMonitoring
    • also enable flake8
  • UpgradePerformanceFunctions
  • ZeeValidation
  • TopPhysValMonitoring:
  • VKalVrtValidation
    • Package is not build in analysis releases. Remove the cmake code related to that and the unused library.
