Include deltaPhiRescaled and deltaPhiLast to be monitored at TopoEgammaBuilder in the HLT precision step

This MR includes the deltaPhiRescaled and deltaPhiLastMensurement variables to be monitored in egammaMonitorElectronAlgorithm monitoring algorithm. These variables must be monitored for electrons in the TopoEgammaBuilder algorithm, instantiated in the HLT precision step. The discussion of this implementation has been carried out on the JIRA ticket: ATR-20304.
