Increasing default large-R truth jet threshold

Zach Marshall requested to merge zmarshal/athena:master_TRUTH_jet_cuts into master

The default threshold should be higher. It was 50 GeV in the past, and this was missed in porting to master. Decreases the size of truth derivations by about 10%.
